Add customisable gender

Desired behaviour:
We want to make it possible to add/update/delete new genders while the old ones cannot be changed or deleted

This feature should get a new view
Navigating to the view > account-list > top right three dot menu > "Edit gender" wanted icon is "face" edited 26.07. 12:00
Every account admin and above should be allowed to edit gender, navigate to the view, and see the option in the three dot menu
