[Question] Use argon2 as a stream cipher #315

Any keyed hash function can be converted in a stream cipher if the key is entered in it and a block with a counter is hashed.

Can argon2 be converted into a stream cipher if a provide a key for hashing and use salt option as a counter? Would be this scheme safe from attacks?
