Thinking out loud:
Question about the fact if the CircleCI configuration is mandatory.
Since the validation of the files happens pre push in the application, would it be a viable solution to use either or GitHub Hooks or a simple crontab rule to pull the latest changes once or twice or even thrice a day. Since the goal, for my understanding is to get the latest htaccess available on the webserver for apache to serve them.

What is CircleCI doing with them now, if not validating?

It is an open question as to what serves our needs the best.
CircleCI is merely proposed as an option to automatically retrieve the htacces files from the github repository as soon as a commit is made. For now I started experimenting with Github hooks (Post commit hooks) but I yet to test it in the Culturize workflow.
