Improve Tufte formatted LaTeX version #19

I have added an initial rendering as a Tufte formatted book in the ./tufte directory.

If we are going to use it for v4, we will need to make several improvements, including:

layout of images
proper handling of references from the Markdown master, per Manage citations to move from .md to bibtex cleanly #18
uniform adoption of the sidenote convention for references
creation of new miniHandbook exercises for the margin as well

... and probably some more.
