[FEATURE] Agent Notification Tool

User Story

As a Business Owner/Operator, I want to create an LLM notification tool, so that an agent can communicate with its human counterpart when it needs input or oversight.

Acceptance Criteria

Notification for Sprint Planning

• Given the agent is planning a sprint
  • When it encounters ambiguous priorities or capacity issues
    • Then it should notify the Product Owner for input

Notification for Impediment Removal

• Given the agent identifies an impediment
  • When it cannot resolve the impediment autonomously
    • Then it should notify the Scrum Master for intervention

Notification for Code Review

• Given the agent reviews a pull request
  • When it detects complex or critical code changes
    • Then it should notify a Development Team Member for a detailed review

Notification for Feedback Review

• Given the agent collects stakeholder feedback
  • When it identifies high-impact or controversial feedback
    • Then it should notify the Product Owner for decision-making

Areas for Human Oversight

Sprint Planning

• Prioritization of backlog items with ambiguous business value
• Capacity planning when team availability is uncertain

Impediment Removal

• Complex impediments that require human judgment or cross-team coordination

Code Review

• Critical code changes that impact core functionality
• Complex code that requires deep understanding of the system architecture

Feedback Review

• High-impact feedback that could significantly alter the product direction
• Controversial feedback that requires stakeholder alignment
