Issue connecting to firefox-40 under linux

Firefox ships their selenium driver package with the selenium server.

I can update the version of selenium that we load, but that may not fix this issue.

I updated selenium to 2.48.2 in Polymer/wct-local@7ea0e96, but I'm not sure if this will start firefox 40 on linux. It does work for 42, the latest version from what I can tell.
