Address readme note about all of the required 3rd party accounts to support local development #296

Goal

What will this issue accomplish?

There's a note in the readme:

Not all of our APIs are currently configured for local use. At this time you will not be able to use stripe, newsletter, or file upload features. This readme will be updated to reflect the setup of these features if they become available for local testing.

It would be great to get this ironed out. As a new contributor, I didn't realize that stripe wouldn't work until I tried to add a new job posting and checked the console for an error when the form wouldn't submit.

Context

How will this improvement affect the application? Give plenty of context.

This could make it easier for new committers to get familiar with the the admin/back office portions of the app.

Have an idea how this could be accomplished? Leave notes here!

Definition of Done

The readme is updated with instructions on how to setup all the accounts needed to fully use the app locally.
