scrolling the window vertically will start to scroll sideways intermittantly

i have checked to make sure i'm not holding shift, nor does it scroll with every scroll "click", seems to be once per scroll action. i unlocked my scroll wheel and spun it for a good 10 seconds and it only moved over a little bit.
