That's generally wrong. The newer versions are more performant because Minecraft has been improving recently.
I'm not sure which versions are missing which, but pufferfish patches have been missing from purpur for a while, so that might be the hit.

Pufferfish patches have only been missing for the 1.20.6 version (it still has yet to be updated for 1.20.6, and 1.21 builds are already almost out...). I don't expect it to be a noticeable hit in performance for the average server owner.

Maybe your players should upgrade their setup. 1.20.2+ should be more performant because there was added that servers send the render distance of the client.
