Automatically notify teams if the text of a hint is modified

I'm working on this. I am assuming we want to send updates to the team contacts only. (That is, Team.PrimaryContactEmail.) Let me know if I'm wrong @jenetlan @tabascq

I will allow them to enter multiple emails here separated by commas or semicolons. I opened a new issue #369 for email validation since unfortunately by the time we get around to sending the mail if an address is bad, it's too late.

Actually, since we do not know who might be working on the puzzle, historically we email all players of the team for things like this. Since we only do it for teams that already requested such information, it's not a total spamfest.

Fine. We actually know the person who submitted the response we're changing. But they might not be working on it at the time the response gets updated. Hopefully there won't be that many response updates during a hunt.
