Generated H264 MP4 cannot be used on Slack

When I generate an MP4 using PyAV with the H264 codec, the resulting video cannot be used in Slack.

However, remuxing the video with ffmpeg using c:v copy gives an MP4 that is 2 bytes larger and can be played on Slack.
