Fix plugin validation

I would like to suggest to fix the plugins section. Since instead of reading the yaml file for what was added in the plugin section of the yaml it is actually doing the checkup with the inside dictionary in the plugins,py file. This provokes that even you remove the plugins in the config.yaml file, you are yet getting "validations" due to the content is being read from the dictionary.
