REQ: add hud element for dropped packet (network)

I see that the turtle hud icon is back.
in a similar note, I would like to have a hud element to show up every time a packet is dropped.

Describe the solution you'd like
hud_net_drop_*
A new hud option (requiring a specific asset? or...? im open to suggestions that would be displayed on the hub for a moment every time a packet is dropped.
Basically, the same as /showdrop 1 but to display in the hud.

dont do anything :)
