What is the expected feature or enhancement?

The API now supports sorting jobs by creation date https://us-east.quantum-computing.cloud.ibm.com/openapi#/Jobs/list_jobs.

Add descending boolean parameter to QiskitRuntimeService.jobs() method for sorting jobs.

Similar to https://github.com/Qiskit/qiskit-ibm-provider/blob/c6b63e19623cec8817cc3a110c3ca4e92dd95037/qiskit_ibm_provider/ibm_provider.py#L561
