This is blocked on #11721 and Qiskit/rustworkx#1166 but we also might just want to remove this pass and integrate it into ConsolidateBlocks as part of #12250. As the standalone analysis pass doesn't provide a ton of independent value as it's always used in conjunction with ConsolidateBlocks.
