suggestion(filterApi) Default paging size is rather large #171

Currently the default paging size (for filter APIs that do not specify page_items) is set to 500.

500 is also the maximum allowed number of items to be returned in a query.

Suggestions: change default page_items size to 25 (but leave maximum page_items size at 500)
