ERR_CONNECTION_REFUSED，似乎不可访问了，辛苦确认下。

此外，虽然高德文档中没有明确说明，但其实该接口也支持直接请求地名的方式。https://lbs.amap.com/api/webservice/guide/api/weatherinfo
比如：
https://restapi.amap.com/v3/weather/weatherInfo?city=海淀&key=
也可以考虑不进行adcode的转换
