Feature Request

Add the code maintenance category for auto-generated release notes.
Filter out any PR with the label ignore-for-release-note from the auto-generated release note.

Additional Context

The .github/release.yml contains rules for determining what section a PR should appear in the auto-generated release notes, or if it should be filtered out.
