Chat Bots Feature

Chat bots feature added to group threads. Please see the Changelog for more information.

• Fixed how bot/action cooldowns are set. Base handler no longer controls it. Bot cooldown set after all matches trigger.
• Unique flag only for a single bot having the handler now.
• authorize method optional, removed from handler settings.
