The behavior is very inconsistent.

Yes this seems to have solved it.

But it seems to have broken the action menu.
The always on top toggle is not working consistently and the minimize option as well.
Haven't tested all the actionmenu items extensively but the above two were having problems.

AltSnap test 24, it was a stupid synchronization bug.
