[Feature] Owner's Portal - User Registration Page in UI

User Story

As a Black business owner, I would like the ability to register as a user on RBB so that I may own my business information and content.

• Design is up to the developer but please work with us to get it finalized
• Try and follow the styling in Figma/RBB

OK, thanks for the quick reply. I thought I might help out here, can you suggest something needing to be done that I might consider? I'm generally back-end, but know React just enough to be dangerous as well ;-).

@noodnik2 Hi, theres one feature we want to get out in the next week that I already started on that if you want to finish out you can. December is a busy month at my job so its been tough to dedicate the last remaining hours. Feel free to message me on the Discord and I'll pass off the branch to you!

For more context: we just need to wrap up the the allies to business resources page behind a feature flag on netlify. All thats left is grabbing the data and displaying it based on the field names, the UI code should be fairly done by me.

I joined the discord (noodnik#0192), and feel a bit overwhelmed by the size of this business - it seems huge! I pinged you there, but might prefer to communicate here, since I currently don't use discord very much (perhaps that'll change? 🤔).

I'd be happy to take a look at an existing changelist and grok the story / acceptance criteria / timeframe in order to see if I can help out on this one.
