Describe the bug
Soft deleted users are appearing as "Deleted User".

To Reproduce
Steps to reproduce the behavior:

Go to https://retroachievements.org/ticket/71243
Observe that a deleted user replied. We do still have a row in UserAccounts for their user ID.

Expected behavior
The user's name should appear with the strikethrough rather than Deleted User.
