Deployment - restart any stopped / killed uploads or annotations #1086

Something that frequently happens is:

  • System is stopped, with any upload or annotation processes killed
  • We deploy an upgrade
  • We forget to "set any unfinished runs as error" then "retry failed runs" - so they sit there thinking they are running

Some possible solutions are:

  • An automated task looks for these and re-starts them automatically (if say there aren't running celery jobs but we think there should be)
  • The deployment process warns about running jobs
