Generalize Biking Web UI as Mobility Web UI

Update the OpenColumbus Biking Web-UI to accommodate multiple mobility objects, currently bicycle and pedestrian. This will require using new api queries to limit by incident_subject_id (bicycle, pedestrian) and to filter filter results by year and incident_severity_id.

TBD: Should there be a different view for crash data and crowd sourced incidents?
