Rust Getting Started Issues

It would be good to have step by step instructions somewhere for people who might only need to follow some of the steps or using something other than ubuntu. We can just grab these from the steps in the script and put them a wiki page.

I think we should have the relevant scripts in /saito-rust/ rather than the base directory so that it's obvious which code they relate to.

It would be good to have scripts or a script for starting the node fresh and resetting (removing the chain)...
