Step 1: 目的

config.pyをいじって変更するのはめんどくさいので、環境変数で簡単に設定を変更できるようにしたい

Step 2: 概要

configのTIMEPOINTS、START_DATETIME、END_DATETIMEを環境変数によって変更可能にする
