[Feature] Add a new user when logged in as administrator, bypassing registration flow

As an administrator, I'd like to be able to create new users in my instance, without having to open up registration.

A bonus-feature of this, could potentially be, that the "maximum users" setting is automatically updated if the admin adds a new user, hence not breaking any other potential flows.

For now, the workaround is to use the CLI, which allows user accounts to be created when registration is closed.
