I still cannot mine spawners within faction claims even when MOB_SPAWNER is under territorybypass. See here: #129

To Reproduce
Steps to reproduce the behavior:

Add MOB_SPAWNER to territorybypass in conf.json
Have a spawner in territory that is not yours
Attempt to mine it

Mob spawner is supposed to be mined, as expected.

Spigot Version: PaperSpigot 1.12.2
Factions Version: v1.6.9.5-U0.2.1-RC-1.6.1-RC
