Reenable formatter CI when fixed #754

I've temporarily disabled the formatter. The CI failures mean upstream dependencies can't easily see if they are causing issues in Catalyst, and give the impression our tests are failing. Since we are just ignoring it right now it seems better to just not run it. Once the PR(s) to fix the formatter are merged we can reenable it.
