Yeah, it probably will never update: https://github.com/lukesampson/scoop/blob/master/lib/versions.ps1#L21-L38.

You can use --force as temporary solution.

Buuuut it's also doesn't work.
Even though it was downloaded, scoop haven't switched to it.

The quickest workaround I found is to reinstall it so i get the latest version (currently April.28.2020):

scoop uninstall sysinternals
scoop install sysinternals
