[Request]: ghdl

Prerequisites

• I have searched all issues/PRs to ensure it has not already been reported or fixed.
  • This is a copy of the request I posted to the Extras bucket: [Request]: GHDL Extras#13545 (comment) since @aliesbelik suggested that it could be added to the Main bucket instead.
  • I made a PR on the Extras bucket already: ghdl: Add version 4.1.0 Extras#13541 if this is accepted for the Main bucket I will recreate that PR here.

Criteria

• Non-GUI tool
• Reasonably well-known and widely used (e.g. if it's a GitHub project, it should have at least 500 stars and/or 150 forks)
• English interface (or at least English documentation)
• Latest stable version
• Full version (i.e. not a trial version)
• Fairly standard install (e.g. uses a version-specific download URL, no elaborate pre/post install scripts)
