Update the installer and dependencies before installing or updating a package.

Recently when I tried to install or update some apps with scoop, I got this error:

Failed to extract files from some_package_path
Log file:
  path\to\innounp.log

Please try again or create a new issue by using the following link and paste your console output:

The reason is that innounp, which is responsible for extracting the packages, is outdated. However, I need to manually update it before I can proceed to update or install any affected packages.

This is quite confusing. At first I thought it is the manifest that is wrong. It takes me lots of time to identify the problem.

Describe alternatives you've considered

Instead, if a installation fails because extraction error, remind the user to update the installer.
