Repository can't be added due 400 error when liking raw directories

When exploring https://raw.githubusercontent.com/rohitbemax/dataimporthandler/master/repo/ Github returns 400: Invalid request, which makes solr error out with a NPE. I'm unsure if solr should instead load {{repo-url}}/repository.json of any given url or if there's another way to use the package manager.
