Cannot enter configure mode #61

I cannot get the Wio Link to enter configure mode. In fact the blue light never illuminates except when I press the reset button.

Here are the following steps I took.

I downloaded the app for iOS and Android.
signed up for an account.
plugged the Wio Link in (no blue LED is lit up, only the solid red one next to it).
hold the configure button for 4 seconds or more, but the blue light never comes on at all.

Please help
