It would be good to a "needs-triaging` label to all new issues, so that we keep track of which issues still need prioritising.

Ideally we would like Prow to handle this, so that it:

  • Adds the triaging label on new issues.
  • Removes the triaging label when the issue gets a milestone and project.

Although slightly outside the scope of this issue, it would also be good to somehow combine the /milestone ... and /project ... commands to automate issue prioritisation.
