[BUG] Slow Mode Countdown

Current Behavior

I saw this was an issue for Opera where the countdown at the bottom of chat would show how much time was left on the slow mode cooldown, but it's not there anymore

Expected Behavior

showing the countdown for chats on slow mode

Steps To Reproduce

go to a channel with 7tv that has slow mode chat > send chat > don't see cooldown at the bottom of chatbox
