[Feature] Replace "Report broken link" and "Report missing repository" Google forms with internal forms in Laravel

Whenever a user reports a broken link or an issue with the metadata, this should land on a list that is internal to the DMMapp and visible to the Admin.

This page should allow the admin to address the issue, and delete the report once its done.

It would address the issue of reports ending up being lost in the inbox and not being addressed.
