Update wxWidgets

Torsion last shipped using wxWidgets v2.6.3 which is from 2006.... 10 years old.

We need to update to the latest stable release of wxWidgets:

https://www.wxwidgets.org/downloads/

While the code is now on GitHub (https://github.com/wxWidgets/wxWidgets) we probably should remove the existing code from the repository and only include headers and libs from now on.

I just made a 1:1 copy-replace in Torsion/code directory. wxWidgets-3.1.0 dir is renamed to wxWidgets.
Now I can the UpdateBuildNumber program rebuild ( with some modification).

Givin up... When I correct an error 200 rises up... This is indeed a lost cause... The whole program should be rebuilt upon the newer version and I alone cannot afford to rebuild the whole program alone in my spare time ... I see also that there is not any more interest nor help by anyone so ... I think that this project is dead and will remain so.. Sorry
