Re-organize spec to feature-based instead of issue based. #428

Description

Inspired from #422

Currently this feature repo spec are grouped by features issues, under different folders.

However, it become more and more difficult to maintain and some time we need to change older spec.

It would be better if we try to re-organize the repo's spec files with folders of features.
