Use a more decentralized configuration system

At the moment the AppConfiguration is a class that holds and loads all configuration. It resides in the backend module, but holds configuration for both the backend and the frontend. As we would like to make the program extensible eventually, and it is more than likely that plugins will require their own configuration, we need a better system for this.
