Kubeflow Pipelines: Pipelines visible across namespaces

Describe the bug

Kubeflow Pipelines from other user namespace are visible under Pipelines in the Kubeflow UI. This includes the yaml code. I would argue it would be better to prevent this.

Notebook/server: any

1. Go Kubeflow UI and `under Pipelines see other pipelines

Kubeflow Pipelines 1.7 is used for Kubeflow 1.4. The changelog can be found here:

From reviewing the CHANGELOG.md above, I don't think Pipelines have been made private in Kubeflow Pipelines 1.7.

KF pipelines is planned to be deprecated after we upgrade prod cluster to KF 1.6. Ticket is no longer required. labeling as won't fix and closing.
