Steeltoe 3.x has depended on an early version of OpenTelemetry .NET since its evolution out of OpenCensus. However, since the underlying specifications for the Metrics API have still not stabilized (and are missing from current releases of OpenTelemetry .NET), Steeltoe has temporarily internalized the version of the metrics implementation that was in use for prior Steeltoe releases and updated the core OpenTelemetry dependency. With this change, Steeltoe users should be able to use the now-stable APIs of OpenTelemetry without losing the metrics functionality that has been available.

As the Open Telemetry metrics support plans move forward, Steeltoe is expected to be updated to remove the internalized metrics implementation and work with future OpenTelemetry releases.
