Add ratings to Discrepancies panel

Background

The Discrepancies panel highlights cases that might need attention. To maximize its usefulness, it will be helpful to be able to filter out "known bad" scans -- ones where a quality rating has been set and is low.

Proposed change

Add the scan quality rating, when available, as a column on the Discrepancies panel. This quality value appears as the value review in the QC Log (see https://a2cps.atlassian.net/wiki/spaces/WG/pages/5079384/Imaging+Overview+Report), and when available has possible values of green, yellow, and red.

Other Notes

Just having the rating added for display will be significantly useful. Optional ideas (depending on practicality):

1. also allow filtering on the column (e.g. being able to exclude red rows)
2. color the rating (though probably not the whole row) to match its level
