Possibly lost in translation: When it says "[check] for duplicate core requests, both on the issue tracker and on this Wiki page," that means you should stop if you find one, not copy it from there to here.

You again haven't filled out the basic details (because you've copied what I wrote, and I was lazy). I've gone back and done the rest of that now.
