Currently we deploy ftl-controller, ftl-runner, and ftl-box onto the Docker registry, however it would be benefitial in some cases to have the ftl command available as well. For example to run migrations via ftl migrate.

I noticed that the ftl-controller image does have ftl within it, but still might be good to have a separate image e.g.

docker run ftl0/ftl status --endpoint etc

The ftl binary is good enough within the ftl-controller image for now.
