Player Models: ttt_playercolor_mode should allow for custom colors #1133

Currently the ttt_playercolor_mode will change any colorable model parts to white when set to 0, overriding the custom color set in the playermodel selector.

Would it be possible to make it so that when disabled, it doesn't change the colors at all? Additionally, could it be moved off server-side, and be changeable on a player-by-player basis, letting some players use the random colors, while others can pick what they want?

i played around with something in #1027 because of a similar request. Would this be around what you expect?
