The binary /usr/bin/pihole-FTL need specific system capabilities in order to listen on port 53 (so < 1024) as pihole user.

So the ebuild need to set this capabilities:
setcap 'cap_net_bind_service=ep cap_net_admin=ep cap_net_raw=ep cap_sys_nice=ep' /usr/bin/pihole-FTL
