feature相关背景与描述

mongodb基于社区容器化版本升级至v4版本；
storage对数据存储模型进行重构，归并不同集群数据至相同的collection中

目的
提升全局数据管理能力，方便接下来进一步更便利提供容器数据对外推送，事件监听能力
