[BUG] python -m rich.spinner "moves" down the screen on Windows #1320

This report references #1320 which is marked closed, but I am submitting a new one because the problem persists, and it is observed on a Linux platform, which is a different platform than what was reported in #1320.

When invoking python -m rich.spinner the output grows and shifts up-screen, segmenting and repeating itself in a mess of overlapping and overwritten symbols. Please see the original bug report here for more description and images.
