Confusion on how to run server commands such as op and give

Can't figure out how to run commands on the server. Changed server.properties to enabe both cheats and operator but have no idea how to actually run commands through the terminal. The server is running on an M1 macbook through dockker desktop, Found a docker exec -i command online but that does nothing and gives a "command does not exist" error
